This isn't a ranking of "best teams". It's a ranking of how teams do on average
compared to other teams. So, Boise and Cincinnati do better offensively and defensively against their opponents compared to how other teams would do against the same opponents.
It's an interesting metric, but isn't really designed to identify the best teams.
