If players were looking to get back at another guy with a cheap shot, you would expect it to happen at the goal line where there isn't much of a penalty. The NFL recently changed the rules. Two personal fouls and you are gone (kind of sounds like soccer with yellow cards). They might want to at least add emphasis to plays like this and not treat it the same as inadvertently grabbing the face mask.
