I checked, it stays consistent @ 25 frames per 1/10th second of clock time
0.8 to 0.7 was 25 frames; 0.1 to 0.0 was also 25 frames, so no change.

I guess it could have been a bit faster right at the beginning and then slowed down a bit when the play actually starts, but since the game clock isn't running at that point (and you can't see it anyway), I don't have any way to compare that part of the video against realtime. But at least as far the section of the video when the ball was in play, I'm pretty confident in the timeline.
