My belief is that the Church discourages it because
there are a limited number of parents who can afford to do this. The mission serves in egalitarian manner and this practice if it became common would impair that impression.
Thus, if somebody wanted to do it discreetly, then it should be allowed.

I can tell you that it is up to the MP. The church discourages it because their missions aren't over
