Since parental support is pretty untraceable, I think it's appropriate to

include parental assests even if parents don't provide support. To do the opposite would open the door to way to much funds being doled out, whether needed or not. Seems like this is a rare instance of gov't providing resources in a conservative manner instead of liberally giving money away.
