their former AD didn't name BYU in his comments but he said publicly they Air Force was invited but turned it down due to not being able to compete in the Big 12. One can surmise BYU was part of that intitial package due to tweets being sent out that BYU and Air Force would be joining the Big 12. Short time later those tweets were retracted and the Air Force Ad's comments later clarified their position.
