...then you are correct, the weakest will be poached by the others. However, like many have said here, Texas loves control! Texas will do everything it can to retain as much control as possible. If the Big12 plays its cards right this time around then potentially the ACC becomes that weakest current P5 conference and it gets poached of its best handful of teams to the other conferences. Or perhaps there is a significant amount of shifting at that point, but to think that Texas will not fight to keep their position of control is wrong.
