I've been to Italy in the winter, spring and summer. I would say spring is the best -- not too hot yet, but not cold either. I remember Venice in the winter was foggy and cold. If you don't mind the heat and the crowds, summer is OK too.
Personally, I like to go to Europe the last week of August and the first week of September. It seems a little quieter and the weather is still warm. I've done that the last 3 years and it has been great.
