Yes, they could sue (not sure if by class action), but they wouldn't win.
Of course, anyone can sue anyone. However, in order to win, they would likely need to show a nefarious motive such as obtaining confidential information that they otherwise would not have obtained, or damaging the contractual relationships of those schools, etc.

I'm sure there are other scenarios, but typically, bidders on an opportunity have no rights to complain that they didn't get proper consideration.
