With our w/o the policy change, you already had a campus that prohibits

alcohol, drugs, and premarital sex (all of which are closely linked to rape crimes). You also have a policy that requires students to sign a contract promising to live LDS standards, and you have an enforcement vehicle to uphold those standards. If you think that BYU will not be #1, I don't know what to tell you.
