I wouldn't increase enrollment just to get to a mandated size. I would increase enrollment enough to capture all of the students that should be at BYU. BYU was never meant to be an elite academic institution, and despite its stringent entrance requirements currently, it still isn't viewed that way. BYU should expand enrollment enough to allow admittance consistent with its reputation.
