Leave notes of support or saying you want to help. Maybe by offering to help, you can eventually meet her and see what she really needs. Maybe she just needs a place to stay and someone you know might have a solution for her. I don't know. If she is not stealing anything and just eating your food, I'd probably try to help out if possible and see what can be done. Sounds like a person struggling more than a criminal. Just my opinion.
