What's the rationale?

It's unnerving for we that deal with them only on irregular visits to Utah. Still seems you have to stop at a light regardless, so I'm not sure what they accomplish.

I like it better than the ones where you have to make a Uturn past the intersection then come back to make a right turn.

Utah has the majority of them. There is an actual world list.

I think Utah's DOT gets kickbacks for trying out new intersection types.

They make good sense. Utah's DOT has done some good things.

UDOT is building freeway style interchanges at 5400, 7000, 9000 and 11400

They can handle quite a bit more traffic. They work great for the cost.
