A student's take on parking at BYU and why some of you should stop blaming millennials:
The topic de jour seems to be about parking, so I'm going to give you my take on parking at BYU. It does have issues and some things need to be corrected, but some simple tweaks could easily help this problem. BYU has already implemented some changes to help ease the problem.

First, parking at Heritage Halls is an absolute joke. How do you build a giant new housing complex in the 21st century and not provide adequate parking? We can argue about if students need cars, but in reality this is 2017 and most students will have transportation of their own. It isn't an unreasonable request to want to be able to park closer than a 1/4 mile from your apartment.

Student parking as far as student lots really isn't a huge issue, as far as I see it. There is parking available for students at reasonable locations located around campus. Parking is available by the MC, LES, IPF and a few locations south of campus. Graduate parking is available by the Tanner Building and the Wilk. Some of the Administrative lots and Grad lots are available to the public after 4 PM. If you truly life so far away that you need to drive, then you have that option and have some places to park. Sure, more parking and closer parking would be nice but for $60 a semester I can't really complain about the parking options on campus.

The issue, IMO, is for certain students who are on very very tough time constraints due to work or other factors, they really don't have any option to park close. Either they park illegally in the A- and G-Lots. Lots of students do this. If you don't have a front license plate you can just back into a spot and hope you don't get caught. I've done that many many many times over my 3 years at BYU and I've received one parking ticket. That ticket was at 3:57 PM (Lots open at 4PM) on the last day of the month. That one parking ticket was cheaper than paying for a parking pass, so I'll take my chances.

I think it could be more suitable if they had one or two lots that were "Premium Student Lots" or allow students to purchase a Grad Lot or Admin Lot pass, something to that affect. Charge more for these lots and make them actually close to campus. Those who truly need/want these close spots can put up the money and get what they want. They currently don't have this option even if they desperately need it.

Another simple change which could improve the need for parking, open up Campus Drive to the public and create a pull-out lane for student drop offs. Traffic would still flow normally through campus, but students could easily have a friend/spouse drop them off to classes, tests, etc. The need for close parking is often due to time and other factors, but in many instances if they could simply be dropped off on campus, and not in front of the Wilk, it would help lessen the need for parking.

If my previous option would cause too much congestion on Campus Drive then one other solution could be enacted. The off-campus shuttle system that currently takes students to the Wilk or MOA should take students on Campus Drive and drop them off by the LSB, Testing Center, McKay Bldg, JFSB, and JKB. This way students would actually get dropped of where they need to go, as opposed to the opposite end of campus. No one needs to get dropped off at the Wilk or MOA. No one has classes in these locations, but for some reason this is where the shuttle takes them. It doesn't make any sense.

Overall though parking at BYU isn't as horrible as some say it is. Parking at Heritage Halls is awful. Parking for students who really really need close spots is awful, but for the majority of students it isn't an issue. Most live within walking distance and aren't asking for better parking. Don't blame millennials as a whole because some students have a need for that parking.

Now parking in Provo as a whole sucks. It's awful. The streets are awful and have nowhere to park. Apartment complexes don't provide enough spots for tennents, and BYU can't do much about that. But Heritage is whole new type of awful.
