The state won't allow it.

The T-mobile had to make sure it was completely 100% detached from the NY, NY and Monte Carlo hotels. I guess NV could change the laws, but I don't think it would happen. If they did change the laws it would be hard for the NFL to say no since they play games in London and Mexico City where it is allowed.
