That's their "policy" but they don't actually care if you have food.
We went last month, and although we didn't bring full on meals, we brought tons of snacks to last through the day. Security sees the food and doesn't do anything.
It was actually pretty funny as we saw a big family of 10 pull out a 5 course meal they brought into Disneyland and put the spread out across a couple of benches.
