Sure, sometimes it's hard to prove intent. But they are already suspending serious cases 5 or so games. But it's one start for starters, maybe 2 turns for a reliever. Doesn't stop anyone. Move it up from 5 games to 15, 20, 25, who knows, and it'll stop almost completely.
