Look at what was going on in Sochi and Rio, the many, many issues they had and yet they never even really considered pulling the Olympics and switching them to a venue that would work. Rio even had many of the issues carryover into the games themselves (such as the green water in the pools). Then you look at Beijing getting a winter Olympics, when it isn't a winter sports city and they'll have events spread over a huge area because of it, not to mention having to ship in and create snow -- I'm guessing China gave a lot of "special gifts" to get people to vote Beijing.

As was said above me, it likely never stopped, you just that many of the "honest" IOC members realized they should be getting paid for their vote.
