Our annual leave is all PTO - use it for sick or vacation or whatever.
However - due to not wanting to incur a huge financial liability from people NOT using it, it is use it or lose it and only 80 hours can be carried over from one year to the next.
Then they changed it up again, so that any PTO hours over 80 that cannot be carried over can be converted to sick leave - which can ONLY be used if you are sick and is not paid out if you terminate employment.
So I'm back to having a little sick leave that I've carried over, as well as having a bunch of PTO that I can use whenever.
