Not true. The IRS has set per diems and many companies prefer to pay that amount
regardless of what the employee spent. If you go over, its out of your pocket. Other days if you are under its money in your pocket.

It would be unethical if you are required to report the amount spent and you fudged the numbers to keep extra money.

Some cities have very high IRS per diem and others have lower, depending where you are visiting.
