That's standard at LGA and JFK, where the delays are so common now that
1 hour flights are said to be 2+ hour flights just so they can say they're not delayed. Example: LGA to Raleigh takes 65 minutes of flying but it's generally listed as a 2h30m flight. And then when you fly back you end up sitting on the tarmac for a while pretty much every time.
