I completely disagree let me explain
Due to the stack and the cb playing rest the mere fact of proximity to 3ach other increases odds of a pi..so starting with that premise which is a fact. The larger the distance between two players the large the chance of NO PI. Geometry and physics.
Now let's take the play you have. As the wr releases and the cb tries to jump him IF the wr merely flicks his arm ..his left arm out a little to create separarion...PI increases and is likely..
If he tries to engage the cb right away..which oky takes a step r none at all actually as the cb some p to oress..PI or holding can be called and that is within one step as the play starts.

Watch Ty's play..space is increased thus automatically by comparison decreases chance of pi.

Due to the increase in space hifo only has to take a few steps..induce and do nothing..he wouldn't beas close to a defender at that point and the objective would have been met.
Literally more steps and a change of route both have to happen for hifos pi. On the play you show no change of route is needed for pi and only within 1 step pi can happen.
