Mods make the call, and sometimes depending upon what's going on with the board, they can be harsher or lighter. I learned yesterday that your post toxicity scores can actually generate a notification to the mods to examine your post--it doesn't have to have been reported. The mods will then decide what to do with it. I'm hoping more are just flagged for editing, because I'd like to see fewer deletions and fewer penalties.
