Pretty sure Comcast has it in HD. I tried streaming over Roku last year and it

was pretty choppy (never have issues with other streaming). Hopefully that offering is improving.

Never as far as I know. 9403 is the only byutv channel on dish. 4369 says it's "BTV Business Info"
