They attempted a hit and run.  The hitter flew out to right field. Judge had rounded second base when going back to first he didn't touch second base. He was safe at first but the Astros' threw to second. Judge knew he was going to be out so he attempted to steal. It is officially listed as a throw out on attempted steal.
