Still 81 games to be played
The Cavs and the Heat have consistently made poor long term decisions in efforts to appease LeBron and try to win championships now. Altman has made it clear that he wants to compete and continue to stockpile assets for the future. You're right, Dwyane Wade is pretty much done, and provides no spacing. In all likelihood, he'll be moved to a bench role for JR as the season progresses. The big piece that the Cavs added this year is Jae Crowder. He will be a humongous addition against the Warriors. When you consider the outlay the Cavs had to make to bring in Rose and Wade, they were obvious decisions. One year deals at the minimum for proven veteran commodities that can lead bench units that got blasted last year? Easy money.

IT will provide another ballhandler who can create offense and take some of that burden off of Lebron. This Cavs team will make a serious run at the Warriors. I don't think they'll win that series, but given their position without cap flexibility and Kyrie demanding a trade, Altman has done a tremendous job to this point at positioning them to compete.
