tuition, they are on scholarship, but don't get paid....they are taxed on stipends are regular income, if they teach or do research. But taking someone on a $100K scholarship when they have no income, destroys any incentive to get hight degrees...and if they do they would have to take out loans to pay the taxes....who came up with that brilliant idea.
