A National Championship isn't the only metric to value how good a program is.
For example, in November of 2017, the university of Portland finished as the National Runner-up in Cross Country. They came as close as you can without winning it. Does that mean they are not a good program?
FYI, the WCC as a whole is very competitive in almost ALL "olympic" sports. (FYI, Basketball is an Olympic sport)
