You're missing some vital information
Kona didn't want a safety net, he wanted a vacation trip with his friend... the one who was quoted in the story I am fairly certain, it was a loyalty test, one that really is not a great policy as part of the recruiting game.
what is ironic, is that Bronco himself would probably also say this was one of his biggest mistakes, he changed his policy on the "no visits" a year or two later because he realized his policy was in error.

Sad. He was the one that was "committed" to BYU, but insisted on taking a trip to Notre Dame last minute.
