I bought one once, while I was visiting the US from overseas, but I still had to
open and account and register my name and personal info, just like any other cellphone account. I was told it was a Homeland Security requirement. Didn't seem like much of a "burner" to me.

Are you saying you can just buy a prepaid phone with no names or questions asked? This was common in China, but I haven't seen it in the US in years.
