These are the same owners that say, "oh he's harmless, he's just playing"... yes
harmless at home, a familiar environment, with familiar people... the dog could snap at any time and cause major damage...
Also, I've seen a dog "just playing" but a 13 inch scrape that drew blood down the chest of a little kid... but the owner was "so sorry, he was just playing..." as if that makes it "OK".
