There is no wrong answer as to which is worse between Episode I & II. Both are just awful movies.
Both movies have awful dialogue and poor acting. Both have very little redeeming qualities. I tend to put Ep I just a little higher than II, but only because Ep I gave us a very good fight with Darth Maul and the Duel of the Fates track. I find very little of Ep II redeeming.
