you just don't want to risk getting caught again. It may be impossible for the HC department to know who was remorseful and who isn't. There may not be any previous relationship between the two parties and so two strangers are respectively supposed to make a judgement call and feel an appropriate amount of remorse. That doesn't sound like a process that will result in consistent application.
