Or at least it appears it has.
In 1971 3.7 million boys participated in high school sports relative to only 0.3 million girls. In 2015 it was 4.6 to 3.3.
So some of the proponents arguments were correct, wether it is the correct tool (or appropriate at all) is a different debate.
