(Sitake) are struggling and getting all of the criticisms, but the backup is getting none.  While not a perfect comparison, if the starter QB is bad, that usually just means that the back ups are even worse.

In Lamb's case, he is the assistant HC.  If the program has totally gone to pieces, Lamb has also failed.  An Assistant HC may not be able to make a team great, but he should be able to prevent a total coach based meltdown, especially with a comparatively easy going coach like Sitake.
