NYC is a fabulous city, but there is no such thing as the best despite T.
London is a fabulous city, as are Paris, Berlin, Venice, Naples, Hong Kong, Tokyo, Auckland, Vancouver, Montreal, Nice, Copenhagen, Stockholm and many in between.
I have nothing against NYC and recently enjoyed Chicago a bunch, but to list it as better makes no sense. Tijuana sucks by the way. There may be some nice people but that's not the part of Mexico you want to visit.
