Yes. But there are a lot of non-Texans who move there so it feels like more of
a melting pot.
I bet in Wyoming it feels like no one ever leaves because no one from outside of Wyoming moves there (thus, they could have 100% of their population be native Pokes even though half their native population actually moves out of state).
