It could depend on what you know about their kicker

If their kicker is good and moving them back 10 yards wouldn’t make a big difference (or, you don’t trust your defense to not give up more than 10 yards) then decline the penalty. Or, if you know their kicker is bad and inconsistent even from 35, then decline.
