I would think it was more that BYU spent energy lobbying for that to occur
That held up the decision and then local politics got involved causing the B12 to select Baylor instead.
That is not to say I believe (or know) that BYU was a shoe in for that spot back then or not (or that loyalty to Utah existed or caused it to fall apart) but they certainly were being talked to about it and it was a surprise to some that Baylor was the final choice instead.
