The Big12 has ZERO reasons to expand. It has the best of both worlds...
1) It only has 10 teams, but gets to play a conference championship game, and
2) Because it has no divisions, every team plays every other team in the conference and the CCG is guaranteed to be between the two teams in the conference with the best conference record...therefore no CCG pitting Ohio State against Northwestern...
