Possibly. I know nothing at all about this kid so I am not taking a shot at him
but if he is struggling at JC then there is a real chance that would prevent anyone from giving him an offer. Of course the other alternative is that none of the schools think he is good enough for an offer either. I don't see a 3rd possibility.
