Sure, Utah had more TV viewers than BYU this year — because they played in the Pac-12 title game, so one more game than BYU. And almost a third of their viewers were from that game, despite the fact it had the worst ratings of any P5 title game. Their other P5 games were on par with BYU's — except for BYU@Wisconsin, which doubled ratings for those other games. So BYU almost certainly averaged higher ratings against regular season P5 foes than Utah did.
If you look at physical attendance, almost 60,000 more people attended BYU games than Utah games — an entire extra game's worth, despite the fact Utah actually played an extra game. That's obviously in part because BYU has a bigger stadium, but more fans attended BYU's away games than Utah's — despite the fact Utah played in an extra game, Utah is in the "P5" Pac 12, and one of BYU's was against UMass at Gillette Stadium.
Utah's overall highest attended game this year had fewer attendees than 9 of BYU's games. Utah didn't crack 50,000 once anywhere.
BYU's away games were also much closer to capacity than Utah's — BYU's averaged 80% while Utah's averaged just under 70% (again, including BYU's 20% capacity game against UMass; take away that neutral site game and BYU filled an average of 90% of each away game stadium).
And this is all obviously in the context of a ranked Utah team and a very mediocre BYU team.
The Utes just don't move the needle outside Utah. BYU fortunately still does.
