He drugged the girl and took her to Mexico. The age of consent in Mexico for marriage is 12, so he married her there. He had some dirt on the girls' parents and manipulated them into signing letters saying they let the girl go with him - that it wasn't kidnapping. The girl was examined and according to that examination, nothing sexual had happened - and the girl said nothing bad happened - so the parents decided to sign the letters believing not knowing what was really going on. (That's not mean to excuse the parents... but you really have to watch to find the degree to which this guy manipulated everyone around him.)
