Indeed- the paper uses 3000 fps for most calculations, but notes that the escape velocity is attainable within the
present state-of-the-art, so it should be noted. They also give some calculations for how far rounds would travel. With no atmosphere to slow it down, gravity is the only force acting on it, so a projectile fired at 3000 fps at a 45-degree angle would travel 320 miles. They recommend limiting muzzle velocity even more just to make the range of the projectile manageable.
