both. They aren't mutually exclusive. Filters and access controls aren't going to stop everything and that is great. But it definitely makes it harder to accidentally end up in a situation that may escalate. You're not going to stop a kid from finding porn if he is looking for it, so you obviously need to teach them correct principles. But don't give them unfettered access to the internet, apps and data in their pocket. That's just dumb. For one, they don't need it. And two, they aren't developed enough to control all of their impulses. Heck, I'm not sure I'm mature enough to have a smartphone and I'm 30.
