The lost of Submarine Voyage is a huge loss, but they cut that due to money
It was a low capacity ride with a large workforce. They cut it for budget. It sat for years unused, until they decided to put Finding Nemo in the unused lagoon and associated buildings. The Submarine Voyage was at least 10 times as good as the dumb Finding Nemo Ride. But I was glad that finding Nemo allowed the Subs to reopen at least.
