Because for those extreme heights, the distribution will more closely mirror the fact that more people live outside US than in it. Whereas for shorter heights the distribution would likely weigh more to countries where basketball is the (or is a) primary sport.

So if you are just over 6 feet in a non-basketball country, you likely aren't going to ever play basketball, you'll play soccer or whatever. So foreigners from those countries are less likely to show up.
