If you get rid of rent control, SF is not going to suddenly be priced like SLC

SF had the second highest rents n America when rent control laws were passed in 1995.

I agree that rent control affects supply, but housing demand outstrips every other city in America and that is the main reason rents are so high. The availability of high paying jobs has more impact on demand than any other factor
