I agree that flatter odds are the answer. I'm not a fan of the draft wheel.
I think there is some point you can reach with the odds where it more or less makes it pointless to tank. I'm even in favor of allowing teams that reach the playoffs to move up in the lottery (although maybe not win it). For example, maybe the first 8 picks in the draft are selected by a lottery in which non-playoff teams are eligible (with sliding odds), then picks 9 through 30 are distributed to the remaining teams via lottery.
