Is there a reason you want less people to come to the state?
Assuming they pay taxes (which they will if they have jobs), why do you want less people here?
I get that there are things like congestion, (5000 people isn't that big, and Eagle Mountain isn't downtown SLC), but there are also things like improving property value and the economy. As far as I'm concerned, I'll take anyone who wants to come here up to a reasonable point.
